Following Leader remarks, the Senate will proceed to Executive Session and resume consideration of Executive Calendar #1033 Lara E. Montecalvo, of Rhode Island, to be United States Circuit Judge for the First Circuit, post-cloture.

By a vote of 52-47, the nomination is confirmed: Executive Calendar #1033 Lara E. Montecalvo, of Rhode Island, to be United States Circuit Judge for the First Circuit, vice O. Rogeriee Thompson, retired.

Invoked, 52-47:  Motion to invoke cloture on Executive Calendar #1032 Sarah A. L. Merriam, of Connecticut, to be United States Circuit Judge for the Second Circuit, vice Susan L. Carney, retiring.

Senator Burr asked unanimous consent that the Senate pass S.J. Res. 61 (A joint resolution to provide for the resolution of issues in a railway labor-management dispute, and for other purposes). Senator Sanders objected.

  1. Executive Calendar #1137 Travis LeBlanc to be a Member of the Privacy and Civil Liberties Oversight Board for a term expiring January 29, 2028. (Reappointment)
  2.  Executive Calendar #1138 Richard E. DiZinno to be a Member of the Privacy and Civil Liberties Oversight Board for the remainder of the term expiring January 29, 2023.
  3. Executive Calendar #1108 Shefali Razdan Duggal to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the Kingdom of the Netherlands.
