Leader Thune filed cloture on the nomination of Stephen Miran, of New York, to be a Member of the Board of Governors of the Federal Reserve System for the unexpired term of fourteen years from February 1, 2012.

Not invoked, 52-47: Motion to invoke cloture on Executive Calendar 1, S.Res.377.

Agreed to, 51-45: Motion to reconsider the failed cloture vote on Executive Calendar #1, S.Res.377.

Leader Thune made a point of order that the threshold for cloture on Executive Resolutions should be a simple majority.  The Chair ruled the threshold is 60 votes. Thune appealed, and the Senate voted on whether the decision of the Chair shall stand.

Not Sustained, 45-53: Shall the decision of the Chair stand as the judgement of the Senate in relation to the cloture threshold in relation to Executive Calendar #1, S.Res.377.

Invoked, 53-43: Motion to invoke cloture on S.Res.377, upon reconsideration.

The Senate will convene at 3:00pm on Monday, September 15, 2025.

The Senate will proceed to two votes at 5:30pm:

  1. Adoption of S.Res.377, a resolution authorizing the en bloc consideration in Executive Session of certain nominations on the Executive Calendar.
  2. Motion to Invoke Cloture on the nomination of Stephen Miran, of New York, to be a Member of the Board of Governors of the Federal Reserve System for the unexpired term of fourteen years from February 1, 2012.

Following Leader remarks, the Senate will proceed to Cal. #115, S.2296, National Defense Authorization Act.

 

At approximately11:30am, the Senate will vote on the following motion to invoke cloture on the motion to proceed Cal. #167, S.2882, Continuing Resolution. If cloture is not invoked, the Seante will vote on the motion to invoke cloture on the motion to proceed to Cal. #168, H.R.5371, Continuing Resolution. If cloture is not invoked, we expect a roll call vote on the motion to proceed to H.J.Res.106, disapproving the rule submitted by the Bureau of Land Management relating to “Central Yukon Record of Decision and Approved Resource Management Plan”.

 

During Thursday’s Session, we expect roll call votes on passage of  H.J.Res. 106 and confirmation of EC #359, Jennifer Lee Mascott, of Delaware, to the United States Circuit Judge for the Third Circuit.
